Why Happy Care Foundation Exists: Changing Lives, Building Hope in Uganda

A just and inclusive Uganda begins when every person has an opportunity to be heard, protected, supported and given a chance to rebuild.

Across Uganda, many people face challenges that can profoundly affect their lives and their ability to participate fully in society. Among them are children in conflict with the law, vulnerable young people, women who have experienced gender-based violence, elderly people, and communities affected by conflict and poverty.

For many, the challenge is not simply one problem. It can be a combination of limited access to justice, trauma, social exclusion, poverty, family breakdown and difficulty finding a meaningful path forward. This is why Happy Care Foundation exists.

Happy Care Foundation is a local non-governmental organization established in Uganda to respond to the challenges faced by vulnerable individuals and communities. Our Constitution expresses a clear commitment to delivering justice, restoring hope and rebuilding lives through holistic, community-centered programs.

Our vision is of a just and inclusive Uganda where every juvenile offender, youth, woman and elderly person has access to legal protection, mental health support and the opportunity to rebuild a meaningful life.

Our work therefore goes beyond addressing an immediate problem. We believe that meaningful change requires us to look at the whole person—their rights, wellbeing, family, community and future.

When Justice Is Out of Reach

Access to justice should not depend on someone’s ability to pay. Yet vulnerable people can face significant barriers when they need legal representation, advice or support.
Happy Care Foundation works to bridge this gap by providing free and timely legal services to people who cannot afford them.

Our legal aid work includes legal representation, advice and court support. Our specialized Legal Aid Services Unit is also responsible for counselling, court accompaniment, bail applications, plea bargains and post-trial support.
For us, justice is not simply about winning or losing a case.
It is about ensuring that vulnerable people are not forgotten.
It is about helping people understand their rights.
It is about ensuring that people can access appropriate support when they need it.
And it is about building a justice system that recognizes human dignity.

Every Child Deserves a Second Chance
Children can make mistakes. They can also be affected by circumstances beyond their control. A child who comes into conflict with the law should not automatically be defined by that experience for the rest of their life.
Happy Care Foundation focuses on children in detention and other vulnerable children, as well as young people and adults who are in conflict with the law.

Our approach recognizes that justice should also create opportunities for rehabilitation and positive change.
Through our rehabilitation programs, we support life-skills development, literacy, vocational skills, positive behavior change and reintegration.
We believe that a difficult chapter in someone’s life does not have to become the whole story.
A second chance can become the beginning of a better future.

Healing Is Part of Justice
Legal support alone cannot address every challenge a vulnerable person may face. People who have experienced trauma, violence, conflict, detention or social exclusion may also need emotional and psychological support.
That is why mental health is an important part of Happy Care Foundation’s work.

Our mission includes trauma-informed mental health support, while our Mental Health Support Unit provides trauma counselling, group therapy, psychosocial support, psychiatric referrals and mental health awareness campaigns.
We believe that healing matters. A person cannot always rebuild their future without first having an opportunity to address the experiences that have affected their wellbeing.

From Rehabilitation to Reintegration
Release or rehabilitation is not necessarily the end of a person’s journey. Returning to a community can bring new challenges—finding work, reconnecting with family, securing accommodation, developing skills and overcoming stigma.

Happy Care Foundation therefore places emphasis on resettlement and reintegration. Our work includes community sensitization, livelihood support, startup kits, job placement, mentorship and housing assistance for ex-offenders. We also support skills development through vocational training and activities such as sports, music, dance and drama. The goal is simple: Help people move from vulnerability toward stability, dignity and meaningful participation in their communities.

Standing With Women and Vulnerable Communities.
Our work also recognizes the particular challenges faced by women who have experienced gender-based violence. Happy Care Foundation’s strategic objectives include providing special legal and emotional support to women who have survived gender-based violence.
Our target groups also include elderly people in conflict with the law, vulnerable children, and communities affected by conflict and poverty. We approach this work with dignity and respect.
Our Constitution commits the Foundation to treating every person with compassion and recognizing their inherent worth. It also emphasizes holistic support, honesty and openness, non-discrimination and a commitment to doing no harm.

We Cannot Do This Alone
Lasting change requires people to work together.
Happy Care Foundation’s Constitution recognizes the importance of partnerships with government, other non-profit organizations and private businesses. It also provides for coordination with institutions including the Judiciary, Uganda Prisons Service, Police, and Probation and Social Welfare Officers. This means there is a place for everyone who believes in the cause.
You may be a lawyer who can offer professional expertise.
You may be a social worker, counsellor or mental health professional.
You may be a student looking for an opportunity to volunteer.
You may be a company looking for a meaningful community partnership.
You may be an individual who simply believes that vulnerable people deserve another chance.

Happy Care Foundation is a non-profit organization. Its Constitution provides that the organization’s funds and assets must be used solely toward achieving its objectives, with no distribution of profits to members.
Our work depends on people and institutions who are willing to stand with vulnerable communities.
